Hamu-Net, or National Women’s Network of Non-regular Government Employees, conducted a survey from June 1st to July 14th in 2024, with the aim of “Delivering the voices of each and every woman to the society”. The survey was published on the website. We appliciate your participation.
We received 685 responses to this survey from across Japan. Among the valid responses of 676, 90% were women and 62% were in their 40s and 50s.
The respondents are non-regular (part-time/temporary/contract) government employees (civil sevents) [hereinafter non-regular government employees]. They are employed as following positions: school and public librarians (33% in total), general administrative staff members (17%), school-related consultation and support workers, teachers, lecturers, assistants, ALTs, etc. (16% in total), women’s facility workers (4%) and women's consultation support workers (4%) [8% in total], and childcare workers and childcare assistants (5%). Many of these positions require professional qualifications.
Looking at their annual income in 2023, 65% earned less than 2.5 million yen (app.16,000 USD) per year, and even the respondents with full-time contract positions, 60% earned less than 3 million yen (app. 20,000 USD) per year. In addition, when asked whether they were the main breadwinner, 1 in 3 answered that they were the one.
The difficulities that they face as non-regular government employees are “unstable employment (temporary position)”, “low income”, "no path to full-time employment”, “large disparity in benefits compared to full-time employees”, and “exploitation of motivation”. In addition, 12% are concerned about “maintenance and sustainability of the quality of public services”.
